Harmonising PPWR application in the European internal market
The Packaging and Packaging Waste Regulation (PPWR) provides the common legal framework for all packaging law obligations in Europe. A common understanding of this Regulation is required to ensure that producers consistently apply the relevant requirements.
The European National Registers (EUNR) have been established for this purpose. As a voluntary association of representatives from EU member states, the EUNR provides a platform where information and experiences can be exchanged on a regular basis.
The network consists of the national authorities/organizations representing their respective member state. These authorities are responsible for the national producer register/packaging data and are therefore central to the practical implementation of extended producer responsibility.
Network members conceive joint approaches on uniformly interpreting and implementing the PPWR, preventing legal uncertainty at a national level as well as competitive disadvantages. These approaches include coordinated explanations of terms and practical guidance on delegated and implementing acts under the PPWR. The goal is to establish a consistent application of the PPWR across Europe – with clear and comprehensible requirements for all enterprises under obligation.
Fair and viable competition under uniform rules
The network strives to achieve harmonisation and enhance transparency with the aim of reducing free riders, enabling EU-wide enforcement and market monitoring, and creating a level playing field for everyone involved. At the same time, a reliably financed and functioning recycling infrastructure for packaging provides a stable foundation for meeting PPWR requirements in a harmonised market – especially, the need for all packaging to be reusable or recyclable by 2030 and recycled at scale by 2035.
